The first opportunity to meet Yukichi comes after completing the Follow Your Blade Twin quest, which leads to the attack on the US Consulate. Following this event, you will automatically run into Yukichi at the Yokohama Grand Villa in Honcho during Chapter 1.

To truly establish a bond with Yukichi, you must complete the Yokohama’s Shadow quest. This will initiate the Cultural Exchange quest, which allows you to formally meet Yukichi and assist him in finding the US Consul Harris.
